I think the easiest thing to do is just avoid the 
TVRD thing altogether:

   tvscl,img(*,*,I)
   plot_circle
   XINTERANIMATE, FRAME = I, WINDOW=!D.Window

Another alternative is to do the TVRD thing, but
do it in the Z-buffer, where you are guaranteed 
an 8-bit device.
