Try the routines at <ftp://cdaweb.gsfc.nasa.gov/pub/CDAWlib/source/>,
particularly geopack.pro. The routines eccmlt.pro and mlt.pro call Fortran
routines in <ftp://cdaweb.gsfc.nasa.gov/pub/CDAWlib/radar/>
